What Is Ukraine FIRST?
Ukraine FIRST is a joint EIB-EBRD-EU initiative that pays for the preparation of large-scale public investment projects in Ukraine. For European consultancies and engineering firms, this is the gateway to major reconstruction contracts — firms involved in preparation are positioned favourably for the subsequent implementation phases.

Well-prepared projects proceed to full implementation financing through EIB, EBRD, or other UIF-backed lending. Being involved in preparation positions your firm for implementation-phase contracts.
