How The Facility Works
EIFO's Ukraine Facility is the most generous reconstruction instrument offered by any European export credit agency. The combination of up to 40% grant element with 100% risk coverage effectively eliminates both the financial and risk barriers for Danish companies entering the Ukrainian market.

How does the blended finance work?
Public sector track: Ukrainian public buyer receives up to 40% non-refundable grant for Danish goods/services. Remaining 60% covered by EIFO direct loans with 100% risk coverage. Buyer must have equity of at least 3x the loan. Private sector track: loans and guarantees on commercial terms.
How do I apply?
Submit an Expression of Interest (template available in English and Ukrainian) to ukrainefond@eifo.dk. EIFO's monthly Ukraine Screening Committee reviews all submissions.
What about the defence guarantee?
Separate DKK 1B scheme for Danish companies investing in Ukrainian defence companies. Covers up to 70% of investment purchase price. Min DKK 1M with at least 10% ownership stake. Apply to ukraine-forsvar@eifo.dk.
What is the flagship project?
The Tyligulska wind farm — DKK 3B (€400M) guarantee for 83 Vestas turbines, 500 MW capacity, operational end-2026.
Can non-Danish EU companies participate?
Not directly through EIFO's bilateral facility. However, EIFO also signed a €20M EU Export Credit Guarantee deal with EIF that may create indirect pathways for EU companies.
