What Is Finnpartnership?
Finnpartnership Business Partnership Support is the fastest path for Finnish companies to enter the Ukrainian market with grant funding. Ukraine is the programme's most popular target country — 60+ projects are ongoing, and 25 new projects were funded in 2025 alone.
The programme funds the early stages of partnership building: identifying partners, conducting feasibility studies, piloting technologies, and training local staff. At 85% funding rate for Ukraine, the company's own contribution is minimal.

How much can we get?
€15,000 - €400,000. Ukraine is classified as a high-alert fragile state, so both SMEs and large companies receive the maximum 85% funding rate.
Is there a deadline?
No — applications are accepted year-round through the MFA's e-Service portal. Decisions take approximately 3-5 months.
What's the difference from regular Finnpartnership?
The 85% rate for Ukraine is the highest available (vs. 30-50% for most countries). There's also an additional €8M budget allocation specifically for Ukraine projects.
What project types are eligible?
Five types: long-term business partnerships, piloting with international organisations, feasibility studies for PIF investments, support function projects (NGOs/research), and innovation funding co-developed with local partners.
What sectors are most active in Ukraine?
Construction (leading with 11 of 25 projects in 2025), energy, manufacturing, health technologies, ICT, and education.
How is payment handled?
Payment is retroactive based on audited costs. You spend first, then claim reimbursement. Companies under certain conditions may receive advance payment.
Can we get innovation funding?
Yes — up to €300,000 at 70% rate for co-developing solutions with a Ukrainian partner. The partner's work must be at least 40% of costs.
