What Is FUIF?
The Finland-Ukraine Investment Facility is a blended finance instrument created by the Finnish government specifically to channel Finnish expertise into Ukraine's reconstruction. It combines MFA grant funding with Finnvera export credit guarantees, creating a structure where Ukrainian public entities can access Finnish technology at highly concessional terms.
The facility operates through periodic concept review rounds. Finnish companies submit concept papers describing their proposed project, which are assessed by MFA, Business Finland, and Finnvera before being forwarded to Ukrainian authorities for final selection.

Ukraine's Ministry of Finance borrows from an approved bank. Finnvera guarantees 100% of the loan. The Finnish MFA pays the full interest plus part of the principal, achieving a 35% grant equivalent per OECD requirements.
What is the concept paper process?
Finnish MFA opens periodic concept review rounds. Companies submit concept papers with a Ukrainian public sector support letter. MFA, Business Finland, and Finnvera assess the papers. Eligible concepts go to Ukrainian authorities for selection and inclusion in Ukraine's state budget.
What happened in the 2025 round?
32 concept papers were assessed. Ukrainian authorities selected 4 projects for inclusion in the 2026 state budget. The specific projects have not been publicly disclosed.
