What Is Horizon Europe?

Horizon Europe is the EU's flagship €95.5 billion research and innovation programme. This call (HORIZON-CL5-2026-02) focuses on Climate, Energy and Mobility—funding projects that accelerate the green transition and EU energy security.

Unlike traditional grants, Horizon Europe funds collaborative consortia of 3+ partners from different EU countries working together on breakthrough innovations.

Can a single company apply?

No. Horizon Europe requires a consortium of minimum 3 independent legal entities from 3 different EU/Associated Countries.

What's the funding rate?

RIA/CSA/PCP get 100% funding. Innovation Actions get 70% (or 100% for non-profit organisations).

Can SMEs participate?

Yes, SMEs are strongly encouraged. They can receive 70% funding even in Innovation Actions, plus benefit from simplified reporting.

What is TRL?

Technology Readiness Level. RIA topics typically target TRL 4-5 (lab validation), while IA topics target TRL 6-8 (demonstration/pilot).

Can non-EU partners join?

Yes, but they typically won't receive EU funding unless from Associated Countries. The consortium still needs 3 EU/Associated partners.

What's the success rate?

Horizon Europe success rates are typically 15-20%. Strong consortia with clear innovation and impact pathways perform significantly better.
