What Is The Innovation Fund?
The Innovation Fund is one of the world's largest funding programmes for innovative low-carbon technologies. Funded from EU Emissions Trading System (ETS) revenues, it supports the demonstration of technologies that can drive the transition to climate neutrality.
The 2025 Net-Zero Technologies call offers €2.9B across five topics, from large-scale industrial projects to breakthrough technology pilots. It covers the full range of decarbonisation — from renewable energy and hydrogen to carbon capture and clean-tech manufacturing.

Can a single company apply?
Yes. Both single applicants and consortia are eligible. There is no minimum consortium size.
Does my company need to be in the EU?
No — applicants can be from any country. But the project itself must be located in an EU Member State or EEA country.
What are 'relevant costs'?
The Innovation Fund uses a unique cost methodology based on additional costs compared to a conventional reference technology. The 60% funding rate applies to these relevant costs.
Can I apply to multiple topics?
Yes, but each application must address one topic only. You can submit separate applications for different topics.
Is this a loan or grant?
This is a grant — no repayment required. Funded from EU Emissions Trading System revenues.
What happens after award?
You must reach financial close within 4 years and operate for minimum 5 years after entry into operation (3 years for SSP/Pilots).
