How Nordic Companies Participate
The Nefco Green Recovery Programme is the primary channel for Nordic green technology companies to enter Ukraine's municipal infrastructure market. Unlike traditional grants, this is a procurement-driven programme — Nefco finances municipalities, who then procure from qualified suppliers. Nefco pays contractors directly, reducing payment risk.

How does procurement work?
Nefco does NOT contract companies directly. Beneficiary municipalities manage procurement using Nefco Standard Tender Documentation. Tenders are published on ProZorro (under 'Procurement of international donors') and on Nefco's procurement page.
How do I find tenders?
Monitor nefco.int/procurements/ and prozorro.gov.ua/en. Sign up for Nefco's monthly procurement newsletter (4-6 issues/year) for advance notice.
Who pays the contractor?
Nefco pays contractors directly — funds do not pass through municipalities. This reduces payment risk.
What are the procurement methods?
Open tendering, selective tendering, or direct contracting depending on the project. All bidders undergo Integrity Due Diligence before contract award.
Is this only for Nordic companies?
No — Nefco procurement is open to companies from any country. However, the programme is funded by Nordic donors and is a natural fit for Nordic green tech companies.
