Can You Apply?

You Qualify If

  • You are a legal commercial company from ANY country
  • Your annual turnover is at least NOK 25M (or market cap NOK 50M)
  • You can provide audited accounts for the last 2 years
  • You can co-finance at least 40% of project costs
  • Your project is in sustainable energy, food security, or infrastructure

Not For You If

  • You are an investment company, consulting firm, or equipment supplier (as primary applicant)
  • Your project involves weapons or military material
  • You cannot provide 40% co-financing
  • Your grant would exceed 20% of your annual turnover

Is this really open to non-Norwegian companies?

Yes — 'Applicants from all countries, including Ukrainian, international and Norwegian companies, are welcome to apply.' Joint Ukrainian-Norwegian applications are given preference, but any commercial company can apply.

How do I apply?

Two-stage process: (1) Submit a 4-page Concept Note via Norad's Grants Portal (grants.mfa.no). (2) If invited, submit a full application with complete business case. Applications reviewed on a rolling basis until funds exhausted.

What are the recent funded projects?

March 2026 round (NOK 93M): DTEK Renewables — 650 MW wind power (NOK 5.5M); Malthe Winje — six small hydropower upgrades (NOK 24M); Fenix Repower — 0.52 TWh wind plant (NOK 57M); Farmasoft — pharma supply chain (NOK 6.5M).

Is there a fixed deadline?

No fixed deadline — applications accepted on rolling basis. Closure announced 1 week before on the Norad website. Submit in English.

What about equity ownership?

Minimum 25% equity ownership in the main project is preferred.

Can capital expenditures be funded?

Yes — up to 50% of the grant can fund capex. This is unusual for a development grant and makes it very attractive for manufacturing/energy projects.
