Framework
The UIF is the centrepiece of EU Pillar II support under the €50B Ukraine Facility. Through guarantees and blended finance implemented by EIB, EBRD, IFC, and national banks, it de-risks private investment in Ukraine's reconstruction.
ABOUT THE UIF
The Ukraine Investment Framework operates under the EU's €50B Ukraine Facility. It provides €7.8B in loan guarantees and €1.5B in blended finance grants to implementing partners (EIB, EBRD, IFC, KfW, Finnvera, Bpifrance, CDP) who then finance projects in Ukraine. As of March 2026, €8.4B of €9.5B capacity has been allocated — 90% committed — mobilising an expected €25.2B in total investments. Norway also contributes €127M.

Flagship Fund
€350M private equity fund for Ukraine infrastructure — energy, transport, digital. Managed by Amber Dragon (Amber Infrastructure + Dragon Capital). €220M public first-loss tranche.
