What Is Fonds Ukraine II?

France's Ukraine Fund II is the second round of French government co-financing for critical infrastructure reconstruction. Fund I was oversubscribed 3x, confirming strong demand. The programme sits within a broader €1B Bpifrance export credit envelope that includes insurance and investment guarantees for French companies operating in Ukraine.

How does Fund I compare?

Fund I (€200M, 2024) is fully committed — 19 projects financed. Applications exceeded funding 3x. Fund II was replenished with €71M on 19 February 2026.

How do I apply?

Download the application template from the French Treasury website. Submit by email to FondsUkraine@dgtresor.gouv.fr before April 9, 2026. Weekly Teams Q&A webinars are available for guidance.

What about AFD programmes?

AFD (Agence Française de Développement) runs a separate €400M loans + €50M grants programme for urban infrastructure and essential services. Tenders at tenders-afd.dgmarket.com.

Can non-French EU companies participate?

Not as lead applicants. Non-French companies could potentially be subcontractors if the 50% French-origin requirement is met overall.

What is the selection process?

French project-support committee reviews submissions, then Ukrainian Strategic Investment Committee selects projects. French committee grants final financing. Implementation in 2027.
