What Is UPF3?

The Netherlands Ukraine Partnership Facility funds Dutch-led consortia working with Ukrainian partners on concrete reconstruction projects. UPF3 is the third round, with €26.5M across five priority sectors. Assessment is first-come-first-served, so earlier submissions have an advantage.

Is This For You?

You Qualify If

  • Your consortium is led by a Dutch company or CSO
  • You have at least one Ukrainian private entity as partner
  • Consortium has 2-6 partners total
  • All partners established before 15 August 2023
  • Your project is in one of the five eligible sectors

Not For You If

  • Your consortium has no Dutch lead partner
  • You have no Ukrainian partner
  • Your project is commercially viable without subsidy
  • You did not complete the quick scan (closed Nov 2025)

Frequently Asked

Can I still apply without a quick scan?

No — the quick scan deadline was 21 November 2025. Over 140 quick scans were received. Without a quick scan code, new applicants cannot enter UPF3.

What about previous rounds?

UPF1: 7 projects (€25M) in agriculture, water, healthcare. UPF2: 13 projects (€32.5M) including solar for hospitals, biomass heating, VR mental health rehab.

What documents are needed?

Project proposal (Annex I), Excel budget tool (Annex II), cooperation agreement signed by all partners (Annex III), two most recent audited annual accounts, and eHerkenning level 2+ authentication.

How are applications assessed?

First-come-first-served basis. Decision within 13 weeks of submission.
