Recovery Funding
The EU and its partners have mobilised over €100 billion for Ukraine's reconstruction — the largest infrastructure programme in Europe since the Marshall Plan. European companies can access grants, guarantees, export credit, and equity instruments across energy, transport, digital, and defence.
WHY UKRAINE, WHY NOW
Ukraine's reconstruction is estimated at $588 billion over the next decade — nearly three times the country's GDP. Only a fraction has been funded so far, creating an enormous market for European companies with the right expertise. The EU has committed €50 billion through the Ukraine Facility, an additional €90 billion loan, and billions more through the EIB, EBRD, and bilateral programmes. Ukraine's EU accession process is accelerating alignment with European standards, and Finnish/Nordic companies are specifically incentivised through dedicated national instruments.

- Manufacturing & Industry — Green steel, critical raw materials, industrial modernisation. Ukraine holds 22 of 34 EU critical raw materials.
- Defence & Dual-Use — UAS, counter-drone, electronic warfare, AI. EU and NATO instruments newly opened to dual-use investment in 2026.
- Green Transition — Circular economy, water infrastructure, waste management, energy efficiency. Nordic expertise in high demand.

EU INSTRUMENTS
Ukraine Investment Framework, InvestEU Export Credit Pilot, European Flagship Fund. Grants, guarantees, and equity for EU-registered companies.
FINNISH/NORDIC PROGRAMMES
FUIF, Finnvera, Finnpartnership, Nefco Green Recovery, plus Danish (EIFO), Swedish (EKN), and Norwegian (Norad) instruments. Dedicated programmes with national content requirements and subsidised terms.
IFI PROCUREMENT
EIB, EBRD, World Bank tenders. Open international competitive bidding on infrastructure, energy, and municipal projects.
DIRECT PROCUREMENT
ProZorro e-procurement and DREAM project pipeline. Foreign companies bid directly on Ukrainian public contracts.
FUNDING INSTRUMENTS
France Ukraine Fund II
€71M for French companies reconstructing Ukrainian critical infrastructure. Deadline: April 9, 2026. Priority to companies establishing physical presence in Ukraine.
Netherlands UPF3
€500K–€4M subsidies for Dutch-led consortia with Ukrainian partners. Healthcare, water, construction, renewables, agriculture. Deadline: April 30, 2026.
Startup EDGE
€20K–€40K grants for Ukrainian deep-tech, green-tech, and ed-tech startups. Funded by EU and France, implemented by Expertise France.
Finnvera Ukraine Export
Export credit guarantees for Finnish companies trading with Ukraine. €30M EIF-backed pilot for SMEs + €100M national loss compensation ceiling.
Finnpartnership Ukraine
Up to €400K in grants for Finnish companies building business partnerships in Ukraine. 85% funding rate. Rolling applications, no deadline.
UNITE Brave NATO
€50M in 2026 for Allied-Ukrainian company teams developing counter-UAS, air defence, and communications technology. Up to €1M per project.
Nefco Green Recovery
€500M+ programme for green municipal infrastructure in Ukraine. Nordic companies participate as suppliers and contractors through procurement.
EIFO Ukraine
€955M Danish facility — up to 40% grant + 100% risk coverage for Danish companies delivering to Ukrainian public sector. Plus DKK 1B defence investment guarantee.
EKN Ukraine
SEK 1.8B (€165M) in export credit guarantees for Swedish companies exporting to Ukraine. Plus SEK 500M dedicated defence export facility.
Norad Ukraine Grants
Up to 60% grant funding for companies investing in Ukraine — open to applicants from ALL countries. Min NOK 5M grant. Energy, agriculture, and infrastructure.
Ukraine FIRST
€30M for feasibility studies, technical designs, and procurement planning for large-scale Ukraine reconstruction projects. European consultancies bid for contracts.
HE Ukraine Partnerships
Ukraine is a Horizon Europe associated country — Ukrainian partners participate on equal terms and are fully funded. Dedicated calls and matchmaking for EU-Ukraine R&D consortia.
FUIF
€50M+ blended finance facility for Finnish companies delivering public sector projects in Ukraine. 35% grant equivalent, 100% Finnvera guarantee.
UIF Expression of Interest
EU/EEA and Ukrainian companies can submit investment proposals to the European Commission for facilitated access to EIB, EBRD, and IFC financing. €50M+ projects.
Flagship Fund
€350M private equity fund for Ukraine infrastructure — energy, transport, digital. Managed by Amber Dragon (Amber Infrastructure + Dragon Capital). €220M public first-loss tranche.
